I think that question is totally subjective. I'd consider the total number of PA schools that you are applying to, your competitiveness, and geography if it plays a role in your decision. I applied to about 20 schools so I only felt it necessary to apply to one of the Arcadia programs and I still received an interview. What are your stats? Good overseas experience will win points for this school.

Hey guys, I'm a current second year student at Arcadia's DE campus. Applying to both campuses will not increase your chances of getting in, they will simply choose a campus for you and you will be stuck wherever they choose. I would suggest picking which campus location makes more sense for you personally and not spending the money to apply to both! Hope that's helpful for someone!
