It's pretty easy to say that 2500 characters is definitely not enough, even if you wrote the best personal statement ever. The people reading them will think you are wasting valuable space and will very heavily look down upon that. Use as many characters as you can IMO. As long as you are getting your points across, I don't think you have to use the max characters.
