Some other things come into play. It is a state school so out of state tuition is much higher.  So in the end those who get offers and keep that seat will most likely be an in-state student.  

Maybe a hair of it is they prefer to interview Floridians, but more of it has to do that a resident is more likely to keep their seat with in-state tuition. 

I think it's worth it to apply but how likely are you keep your seat at FIU if you are offered a seat in your home state with lower tuition?
