Some schools accept substitutes for the GRE--most commonly either the MCAT or a graduate degree. Some schools will not accept either of these as a substitute, and of course some schools do not require the test at all. That said, GRE performance is a learned skill. A few months of focused test prep can make a huge difference in your scores. If you're applying next cycle, you've got the time. Otherwise, you'll have to stick to schools that will sub your MS or don't require the GRE at all (somewhat limiting, but definitely possible).
