MSLA VA C&P Exams

Some of the incoming VA Compensation & Pension exams have been outsourced to non-VA examiners employed by a variety of contractors, in an effort to lessen the backlog of burgeoning exam requests.  Non-VA C & P examiners in general are given only limited access to veterans' medical records. As mentioned above, in order to accurately and objectively complete a C & P exam, the entire medical record must be reviewed in addition to interviewing and examining the veteran, prior to rendering an opinion on whether there is a disability present, and if it is service-related. As far as pay goes, some companies pay a specific fee per number of exams completed.

VA examiners, part of the VHA (Veterans Health Administration) don't make any decisions on the outcomes of the claims, either. They are sometimes asked to render opinions, but the claims are decided by raters in the VBA Veterans Benefits Administration). Non-VA examiners are generally exempt from doing more complicated exams, like appeals or Gulf War exams.
