Got this response yesterday:

 

Hello Mr. XXXXX,

 

 

 

The bill is written with a date of "on or before Jan. 1, 2017". The reason for the possible delayed implementation is due to IT upgrades within the Employment Development Department. They are currently undergoing several phases of system and software upgrades and requested an amendment to the bill to which would allow for flexibility within their timeline. That said, we are hopeful that implementation will be sooner rather than later.

cant be that difficult.

I had the opportunity to speak with Chairman Sachs of the California Physician Assistant Board about this. Short answer is yes it can, especially considering what the state says are considerable cost associated with this IT upgrade. Reality or not that's the EDD story to the PAB and EDD is sticking to it. While CAPA may be hopeful, you know how Sacramento can be...so don't be surprised if it happens December 31, 2016 @ 11:58 p.m. ;)
