Can PA receive reimbursement from Medicaid in NY?

My new job contract says employer will terminate if Physician Assistant is disqualified for 30 days from receiving reimbursement from the Medicare or Medicaid program. Previous post mentioned PA cannot bill medicaid, which means to me that PA is not involved in the medicaid billing . But then how PA receive medicaid reimbursement? And exactly how PA can legally provide service to medicaid patients if PA cannot directly charge this service? Thank you.
