Union Bargaining Team as Volunteering

I've been working on my union's contract bargaining team for the past four months. It's unpaid and ~5 hours a week average of meeting with management, updating/coordinating with coworkers, giving out stickers, petitioning, etc. Is it reasonable to include this in CASPA as volunteer experience?
