Do you have to have a Bachelor's Degree WHEN you submit your application?

Hey guys I was reading the requirements and was a little confused.....Do you have to have a Bachelor's Degree WHEN you submit your application? I hope I'm wrong...it seems silly because most programs just want you to have your bachelor's by the time you start the program. Thank you! :)
