PA Owned Assisted Living Facility?

No, but do it! There's quite a need, at least in my experience. My old neighbor ran one and was planning on opening another. He spoke highly of it. 

Consider a combo independent living facility and assisted living facility. My father-in-law stayed at one when he was ailing and was able to go from "independent" to "assisted" without moving or changing staff. 

Also, we used A Place for Mom to find his home. Nice people and made it easy to navigate everything. Might be a good resource for you.
