Navy HSCP active duty

Military member on active duty applying for HSCP.   Instruction states this is not a PCS orders.   What does that mean for BAH?  Is it based on school location?   Since this is not PCS that mean I have to pay out of my own pocket to move family?

Most likely you will have to pay for your own move because it is not a PCS move. When I applied on active duty, I also put in for "early out" which was a separation. I was able to have the government move me up to my home which was farther away than my school so it worked out. Your BAH will change to your school location however.
