DEA in Florida now, Hospital Systems Denying/Delaying "Privilege"

As many of you know, Florida recently has allowed PA/ARNP to Rx Controls.  Some hospital systems are not "allowing" PA's to Rx even if they legitimately have the DEA # now because of reported limitations of some EMR/Prescribing software (cannot add dea to some, not all PA/ARNP), so rather than seeking current solutions they have decided to blanket policy not allow them to Rx.  Also, some systems require an "additional privilege form" even after obtaining the DEA # before allowing them to prescribe.  Anyone else run into the same thing? Seem legitimate?
