Please send to any and everyone in the Navy PA community as email strings from my single point may miss some folks. This is important information that will impact pay in a positive sense for many who graduated after OCT 2008 and have been ineligible to date.

If this applies to you see your command administrative office for action or contact the Special Pays desk at BUMED immediately. Deadline is 31 JAN 2012 for these retroactive requests.

Subject: RETROACTIVE REQUESTS FOR INCENTIVE PAY (IP) AND RETENTION BONUS

(RB) FOR OFFICERS WHO COMPLETED SPECIALTY QUALIFICATION AFTER OCT 1, 2008

CAPT Ralph/CDR Holder, please forward to everyone within your specialty, those who entered active duty after October 1, 2008 to present, and was/is eligible to receive the IP and or RB and have not yet requested it, to submit a retroactive request to the date they became eligible. To determine eligibility members should review ASD(HA) DTM 09-009, and MSC Special Pay Guidance attached. FY09

Also, from this point forward members can submit as they become eligible.

For example, a member completed their specialty qualifying degree September 2009, and entered active duty Oct 2009 he/she would be eligible for the IP upon entry on active duty. To be eligible for the RB they either have to have had no obligation for education or training, or have 8 years of creditable service.

The justification for these requests is "ASD(HA) recently confirmed eligibility of members who completed specialty qualification after Oct 1, 2008."

Members have until Jan 31, 2012 to submit retroactive requests using this justification. Any retroactive requests submitted after Jan 31, 2012 will require justification which must clearly articulate what caused the delay and not due to the member's own decisions, or failure to submit.
