Each school has a different way of factoring this in, but if it comes down to two otherwise identical applicants, they will take the resident over the non-resident every time. This doesn't mean you shouldn't apply. I got into a couple of state schools as an out-of-state applicant. It is just slightly more challenging than if you were a resident.
