PA-physician billing

I am working in a pediatric clinic and I'm concerned about how my office is doing their billing. My physician is telling me sign my note myself but then on the bill put his name as "rendering provider" and his name as "billing provider". I'm worried that by doing that, we are committing fraud. I'm assuming the motivation for that is higher reimbursement? We have mostly private insurance patients and some medicaid. Does anyone know where I can get more information on if this is ethical or not? I would like to learn more before addressing it with my physician. Any opinions? Thanks
