No Salary Negotiation for Federal Contract Job?

I am speaking with a recruiter for a company that contracts with the federal government. I’ve spoken with them about about two positions and they are offering a low salary relative to the experience required. When called out they say they are NOT NEGOTIABLE because they already contracted with the federal government for that specific salary amount. Is this correct or is this simply another recruiter trying to keep as much money as possible? I’ve never heard of a position in which any part of the compensation package was not negotiable. Company is Loyal Source. Any advice is appreciated.

twice I have been told this in the past

both times I said it was not acceptable

once I got an additional $5/hour

other time no budge

 

funny, the gov't contract is a set price, but the PA pay is not set - but the company profit might be the limiting process

 

BTW the pay stunk in both offers $55-60/hr
