This will be left to the states to decide, is my understanding (the part struck down in the bill). The idea was that someone under 65 earning 133% of the poverty level (a whopping 14K for an individual) could be eligible for Medicaid, but my understanding is the states can now decide not to provide this option for these minimum-wage earning folks since medicaid is a state-run program.
