Yeah, so my take on this is that psychologists who want to prescribe drugs should get an NP or PA license instead, rather than getting a science-based masters' and doing a fellowship ON TOP OF their Ph.D. or Psy.D.

Except in that case... they wouldn't need to be prescribing psychologists at all!  Yeah, both the bill and the justification pretty much ignored PAs, but also downplayed the role non-psych NPs play in mental health prescribing.
