As Patricia5827 said, 5000 is the max.  It's pretty easy to say that 2500 characters is definitely not enough, even if you wrote the best personal statement ever.  The people reading them will think you are wasting valuable space and will very heavily look down upon that. Use as many characters as you can IMO.  It is one of the biggest parts of your application and it needs to be used.

I think mine was like ~3000 characters, more or less. As long as you are getting your points across, I don't think you have to use the max characters. Keep it concise and straight to the point and readers will be relieved to not read a super long narrative.
