To me, this sounds like a PA cannot directly bill per se but a professional corporation (such as one owned by a PA) can. Am I missing something?

you can and are on the right track, in NY PAs can form cooperate structure, form an lllc, PC or sole proprietorship open a business checking account then find someone to bill
