In NY can a PA direct bill for first assist fee reimbursement? Can they do it both in network and OON?

I found this statement from CMS, "Payment for services of a PA may be made only to the actual employer of the PA. The employer may be a physician, medical group, professional corporation,
hospital, SNF, or NF."

To me, this sounds like a PA cannot directly bill per se but a professional corporation (such as one owned by a PA) can. Am I missing something?

You cannot directly bill to essentially welfare as a PA.

you can and are on the right track, in NY PAs can form corporate structure, form an lllc, PC or sole proprietorship open a business checking account then find someone to bill
