Including cover letter with CV

I'm currently in the processing of applying and some of the programs require that I upload a CV. They do not specify if should include a cover letter; so, my inquiry is should I include a cover letter with the CV? kind thanks for your advice.

to answer my own question, I did include a cover letter because it allows the ability to address the schools individually and present why I am a good fit for their program.

I think it would be better to include a cover letter anyway!
