USPHS Billet and Criteria for Promotion

I'm in the process of commissioning with the USPHS. My employer is asking me to provide example billets for review but I'm not at a point where they have been provided by the USPHS. Can someone help me out?

 

Also, the pharmacists I work with, that are current officers, have advised me to ask for the criteria for promotion and percentage rates of success when applying for each promotion.

 

I figured this is the most helpful place I can turn to.
