I participated in SRCOSTEP. My tuition was not paid directly, but I was paid the salary of an O-1/ENS (google military pay charts to see how much that is) with benefits (health insurance, life insurance, etc.) during my last year of schooling. After I graduated I was promoted, and served 2 months for every month that I was paid while in school. Go here for more info: http://www.usphs.gov/student/srcostep.aspx

 

Unless you're asking about the NHSC scholarship? It pays tuition and other things directly and you get a living stipend. There is also a NHSC loan repayment program. The NHSC doesn't require that you serve as a USPHS officer, but you have the opportunity.
